Congressman Karlo Alexei B. Nograles graduated from the Ateneo de Manila University in 1997 with a degree in Bachelor of Science, Major in Management Engineering. In 2003, he finished his Juris Doctor degree from the same university. In September that same year, he took the Philippine Bar Examination and placed among the top twenty out of 5,349 Bar examinees with a weighted average of 83.826, missing the No. 10 slot by only 0.823%.

During his college days, Congressman Karlo Nograles joined the Renato de Villa for President Movement (RSVP) as a Social Issues Researcher, tasked to draft the social policies of Secretary de Villa's Platform of Government. Immediately after college, he moved on to join his father's mayoralty campaign in 1998 as Chief Financial Officer, while serving as the Honorary Chairman of the Ang Nagkahiusang Kabatanunan sa Dabaw (Anak sa Dabaw), an alliance of youth leaders organized to support The Nograles for Mayor Movement.

The eldest son of Former House Speaker Prospero C. Nograles of the 1st Congressional District of Davao City, Congressman Karlo Nograles also served as his father's Chief Political Affairs Officer from 2001 to 2004 at the House of Representatives, spearheading various community projects and development programs for the 1st Congressional District of Davao City. In 2004, Congressman Karlo Nograles was appointed by Speaker Jose de Venecia as District Coordinator of Lakas-CMD Party for the first District of Davao City delegated to ensure the victory of Former President Gloria Macapagal-Arroyo and the K4 Coalition in the district. Congressman Karlo Nograles succeeded in this by securing the endorsement and support of various multi-sectoral groups. Results in the May 2004 Elections saw Former House Speaker Prospero C. Nograles re-elected without opposition and Former President Gloria Macapagal-Arroyo and the majority of the senatorial bets of the K4 Coalition emerging victorious.

During the May 2007 National Elections, Congressman Karlo Nograles was chosen as the second nominee to run for a Congressional seat under the KALAHI Partylist. KALAHI'S main platform, among others, was to represent overseas Filipino workers in Judicial Courts abroad whenever necessary. Congressman Karlo Nograles garnered the majority of the 1st Congressional District votes and managed to place KALAHI among the top party-list groups locally.

From 2007 to early 2010, Congressman Karlo Nograles served as Chief of Staff of Former House Speaker Prospero C. Nograles in the First Congressional District Office in Davao City, overseeing the implementation of the various programs and projects for the 1st Congressional District. Under his watch, we saw a dramatic increase in the number of beneficiaries who availed of various assistance from the Office of Congressman Karlo Nograles, showing just the kind of commitment he envisioned for the betterment of the people of Davao.

Congressman Karlo Nograles was also engaged in his profession, working as a senior associate at the prestigious Nograles, Cabebe and Castillo Law Offices as practicing lawyer and legal counsel accepting pro-bono cases for pauper litigants.

On January 03, 2007, the gentleman-lawyer tied the knot and is happily married to the former Maria Margarita Maceda Montemayor of the prominent Monteverde-Garcia clan. On September 29, 2007, Congressman Karlo and Marga welcomed their first-born, christened Karlos Mateo Montemayor Nograles. The couple's second bundle of joy was born on July 2, 2010, a day after Congressman Karlo Nograles was officially sworn into office as Congressman of the First District of Davao City.

Despite being a neophyte Congressman, the Hon. Karlo Alexei B. Nograles has already made his first big achievement when he was elected in the esteemed Committee on Rules and earned the rank of Assistant House Majority Leader of the 15th Congress. Apart from these, he also serves as Vice Chair of the Committee on Human Rights and holds membership to the Committee on Good Government, Committee on Dangerous Drugs, Committee on Electoral Reforms and Suffrage, Committee on Transportation, Committee on Health, Committee on Public Order and Safety and Committee on Revision of Laws.

Congressman Karlo focuses his programs and projects on Education, continuing in the proud tradition of his father, Congressman Karlo's Oplan Kaalam Scholarship Program remains among the biggest scholarships for higher and continuing education in Mindanao. His flagship Oplan Kalusugan Health and Wellness program continues to serve the vast majority of indigent patients in need of medical assistance and care, making it also among the biggest Congressional Medical Assistance Programs in the country. His continued commitment to sustainable progress and development for his district and his genuine commitment and passion for service to his constituents have earned him the title of "Tatak sa Kalamboan".
