Protective policy on employment of foreign nationals pushed

A measure regulating the employment of foreign nationals in the country was filed in the House of Representatives.

House Bill 5470 authored by Reps. Karlo Alexei B. Nograles (1st District, Davao City), Emmeline Y. Aglipay Villar (Party List, DIWA), Florencio T. Flores, Jr. (2nd District, Bukidnon), and Deogracias B. Ramos, Jr. (2nd District, Sorsogon) amends Articles 40, 41, and 42, Title II, Book 1 of Presidential Decree 442, as amended or the Labor Code of the Philippines.

Nograles said since the Labor Code of the Philippines was enacted in 1974, the trend towards integration and interconnectedness of countries into a single global community has increased in the form of various political and economical agreements....

House passes bill strengthening NLRC operations

The House of Representatives has approved on 3rd and final reading a bill strengthening the operations of the National Labor Relations Commission (NLRC) to enhance the just and expeditious resolution of labor disputes.

House Bill 5306 authored by Reps. Karlo Alexei B. Nograles (1st District, Davao City) and Gus S. Tambunting (2nd District, Parañaque City) amends Articles 213 and 215 of Presidential Decree No. 442, as amended, otherwise known as the Labor Code of the Philippines.

The bill promotes the expeditious resolution of labor cases filed at the NLRC by providing the agency with more flexibility in the management of its manpower....

House approves bill ensuring workers' claims in case of employer's bankruptcy

The House Committee on Labor and Employment has approved for floor deliberation a measure that assures the wages and other monetary claims of workers in case of bankruptcy of employers even without formal declaration of insolvency.

House Bill 5308, which substituted House Bill 2547 authored by TUCP Party-list Rep. Raymond Democrito C. Mendoza, amends Article 10 of Presidential Decree No. 442, as amended, otherwise known as the Labor Code of the Philippines. It was co-authored by Rep. Karlo Alexei B. Nograles, chairman of the labor and employment panel.

In Committee Report 530, the panel said the bill seeks to protect the rights of the workers to be the first lien in case of bankruptcy of the employer....

But when I read that it was an invitation to speak tonight, I immediately said yes! Mabuti na yan to be on your good side at maging kaibigan ko kayong lahat! Alam nyo naman talagang sumisikat na ngayon mga hanay ninyo sa gobyerno. Mabuti na yang maging kakampi ang mga sikat!...

Meaningful change makes a nation

Rep. Karlo Nograles has always known in his heart the renewing possibility of change. He believes that every individual has the resources within himself to change the course of his life.

The representative from the first district of Davao City understands that the greatest and most significant societal changes begin with small, simple steps. What is more life-changing than education? In his first term as a congressman, Karlo trained his eyes on education, particularly on the post-secondary level. "I just felt that government wasn't paying enough attention to kids after high school," says Nograles.

Bill seeks to reward ‘green’ ventures

A House leader has filed a bill seeking to grant fiscal incentives to individuals and enterprises who participate in the creation of green jobs, the use of green technologies, and the production of green goods and services.

House Committee on Labor and Employment Chairperson and Davao Rep. Karlo Alexei Nograles said it is about time to create and establish more environment-friendly industries and services to reduce the adverse effects of climate change in the country.

"With the adverse effects of climate change being felt around the world and its increasing threat to lives and properties, nations have found it imperative to facilitate and guide the process of making industries less harmful to the environment," he said....

House proposes creation of more 'green jobs'

A measure that aims to create and establish more environment-friendly industries and services to reduce the adverse effects of climate change in the country has been filed at the House of Representatives.

House Bill 4969, or the Philippine Green Jobs Act of 2014, filed by National Unity Party Rep. Karlo Nograles of Davao City, seeks to create employment opportunities that will be less harmful to the environment by using green technology, or innovations that conserve natural resources.

The bill also requires the government to strengthen the capacity of workers and businesses to prevent, manage, mitigate and adapt to the adverse impact of climate change and disasters, and continue to create, sustain or expand opportunities for employment by improving our business climate and working conditions....
