Bill seeks to reward ‘green’ ventures

A House leader has filed a bill seeking to grant fiscal incentives to individuals and enterprises who participate in the creation of green jobs, the use of green technologies, and the production of green goods and services.

House Committee on Labor and Employment Chairperson and Davao Rep. Karlo Alexei Nograles said it is about time to create and establish more environment-friendly industries and services to reduce the adverse effects of climate change in the country.

"With the adverse effects of climate change being felt around the world and its increasing threat to lives and properties, nations have found it imperative to facilitate and guide the process of making industries less harmful to the environment," he said....

A measure that aims to create and establish more environment-friendly industries and services to reduce the adverse effects of climate change in the country has been filed at the House of Representatives.

House Bill 4969, or the Philippine Green Jobs Act of 2014, filed by National Unity Party Rep. Karlo Nograles of Davao City, seeks to create employment opportunities that will be less harmful to the environment by using green technology, or innovations that conserve natural resources.

The bill also requires the government to strengthen the capacity of workers and businesses to prevent, manage, mitigate and adapt to the adverse impact of climate change and disasters, and continue to create, sustain or expand opportunities for employment by improving our business climate and working conditions....

REP. Karlo Nograles of Davao City has filed a bill that aims to create and establish more environment-friendly industries and services to reduce the adverse effects of climate change.

The bill, which will be known as the Philippine Green Jobs Act of 2014, is poised to create employment opportunities that will be less harmful to the environment by using green technology, or innovations that conserve natural resources.

Promoting climate-smart industries and services is a part of the National Climate Change Action Plan, as mandated by the Climate Change Act.

Green jobs are employment opportunities that produce goods and services that benefit and preserve the environment. These particularly involve business enterprises that use fewer natural resources in their production processes....

BILANG tulong sa pagpapatupad ng Climate Change Act, naghain si Congressman Karlo Nograles ng Davao City, ng bagong panukala na naglalayong makabuo at makapagtatag ng dagdag pang environment-friendly industries at serbisyo na magpapabawas sa masamang epekto ng climate change sa bansa.

Ang panukala, na tatawagin bilang Philippine Green Jobs Act of 2014, ay naglalayong makabuo ng mga oportunidad sa trabaho na hindi makasasama sa kapaligiran sa pamamagitan ng paggamit ng green technology, o bagong ideya na poprotekta sa likas na yaman....

DAVAO CITY, Philippines — Naniniwala si Davao City 1st District Congressman Karlo Nograles na kinakailangan ang Charter Change upang maisulong ang Bangsamoro Basic Law.

Sinabi ni Nograles na makatutulong ang Charter Change upang malutas ang mga hindi napagkakasunduan sa pagbuo sa Bangsamoro Basic Law sa pagitan ng mga negosyador ng gobyerno at Moro Islamic Liberation Front (MILF).

Ayon sa mambabatas, maaring humantong sa tuluyang pagpapalit ng uri ng gobyerno ang Pilipinas kapag natuloy ang pagkakaroon ng Charter Change sa saligang batas....

A RANKING administration lawmaker on Friday backed Speaker Feliciano Belmonte, Jr.'s proposal for the creation of a new public accounts and audit committee to strengthen Congress' checks and balances in the disbursement of public funds.

House Deputy Majority Leader Karlo Alexei Nograles, chairman of the House committee on labor, said Belmonte's proposal is was timely one amid the raging debates over the propriety of the Aquino administration's Disbursement Acceleration Program as that would ensure that all public fund disbursements were transparent and accounted for.

"We support the idea of Speaker Belmonte to create a new Committee on Public Accounts and Audit in Congress," Nograles said.

"This will promote transparency in government expenditures and accountability in the disbursement of public funds and will keep everybody on their toes."...

Bike-To-Work Program – Ipinanukalang Solusyon Sa Trapiko at Polusyon

Upang mabawasan ang problema sa trapiko at polusyon, hinikayat ni Congressman Karlo Alexei Nograles ng Davao City ang gobyerno na maglunsad ng bike-to-work program.

Ayon kay Congressman Nograles, ang paggamit ng bisikleta ay mura at simpleng paraan para i-promote ang kalusugan ng publiko at makatipid sa enerhiya lalo na sa Metro Manila at ibang urban centers tulad ng Cebu City at Davao City.

Sinabi ng kongresista na dapat maglatag ng mechanics ang gobyerno para sa bike-to-work program kasama na ang pagbibigay ng insentibo sa mga bicycle riders pati na sa mga local manufacturers ng bisikleta.

Dapat din aniyang bigyan ng insentibo ang mga employers na maglalaan ng bicycle friendly facilities para sa kanilang mga kawani....
